Heather Glen Community Services District (HGCSD) is a local special district serving the Heather Glen community in Applegate, California, including Heather Glen Estates, a 55+ residential community that comprises much of the District’s service area. Established on September 10, 1963, under California’s Community Services District Law, the District provides essential local services including water, sewer, roadway maintenance, and related community service functions.
